I would like to extend PDL git developer privileges to
Ed/mohawk and Zakariyya Mughal. They have contributed
greatly to PDL development in the run up to PDL-2.008
and have demonstrated ability to work in joint development
and the git process. I'm sure we can benefit and learn a
lot from them. I know I have already.

Comment/concurrence requested. I would like to make this
effective ASAP.
