[Pdl-porters] Alien::FFTW3 test reports coming

The current PDL::FFTW3 developers release does not have a dependency
on Alien::FFTW3 which means any platform without a pkg-config
detectable fftw3 library doesn't build.

I took a look at the test reports for Alien::FFTW3 and it looks like
there are a lot of results which might be used to make Alien::FFTW3
work. If an update to Alien::FFTW3 could be made that addresses the
current failures, then it would be good to re-add Alien::FFTW3 as a
dependency for PDL::FFTW3 to determine if the entire process is
working.
