[Pdl-porters] Another dev release of PDL::FFTW3

Hi all.

I just uploaded another dev release of PDL::FFTW3 to CPAN. This is
similar to the last dev release. Changes:

- Some small, but important portability fixes

- More careful plan generation when differently-aligned thread slices
are involved

- More anal test suite

- Alien::FFTW3 is now a hard requirement for dev releases (but remains a
soft one for non-dev ones)

This is version 0.02.2_02

Fine on gcc-builds of perl on MS Windows (including latest Strawberry
Perls).

I disabled the Alien stuff and stayed with the pkg-config build.
