PDL module developers should not have to debug and fix the problem of
how to release a PDL::PP module that will be properly indexed by
PAUSE/CPAN. This is tricky to detect, debug, and resolve---especially
since it requires multiple "stable" releases to work through the
issues. Dry runs via CPAN testers releases don't work since the
indexer handles things differently.
I'm opening a bug on our tracker to remind us this *really* needs to be fixed!
